Procedures:

For Shanghai Residents:
(1) Permanent residence books and resident ID cards
(2) Testimonial of marital status (unmarried, divorce or bereft) issued by the employer, the sub-district office or the town government (validity: 3 months.)
(3) In case of going abroad on business or otherwise, they shall also provide testimonial of marital status issued by the Chinese embassy or consulate in this country.
(4) In case of divorce, the original credentials of divorce are required: Certificate of Divorce, Certificate of Disengagement of Matrimonial Relationship and written conciliation statement or court judgment (accompanied by certificate of validity); The testimonial of divorce issued by a marriage registry office of a foreign country shall be certified by the Ministry of Foreign Affairs of this country or a competent authority authorized by the country and by the Chinese embassy or consulate in the foreign country; The judgment or written conciliation statement of a foreign court shall not be valid until an intermediate court of China orders the recognition.
(5) If the spouse of the applicant deceases in a foreign country, the applicant shall provide the original certificate of death of spouse certified by Chinese embassy or consulate in such country.

For Taiwan residents:
(1) Taiwan resident ID card, pass for transit from Taiwan to the Chinese mainland and travel pass issued by Chinese embassy or consulate.
(2) Certificate of unmarried status of the applicant notarized by notary office of the local court of law and copy of permanent residence book(valid for 3 months); anyone who stays continuously in the Chinese mainland, Hong Kong or Macau for over 6 months shall provide evidence of no spouse issued by a notary on the Chinese mainland, evidence of no spouse issued by the Marriage Registry Office of Hong Kong or certificate of marital status issued by Marriage and Death Registry Board of Macao respectively; Anyone who stays continuously abroad for over 6 months shall provide a certificate of marital status issued and notarized in the country of residence and certified by embassy or consulate of China in such a country.
(3) Anyone who reaches legal marital age before leaving for Taiwan is required to provide certificate of unmarried status issued by the competent authority of his/her domicile or notary deed for pledge of unmarried status until leaving;
(4) In case of divorce, the applicant shall provide the original certificate of divorce:
A divorce agreement reached in Taiwan shall be notarized by notary office of a competent local court;
Judgment of a court of law in Taiwan in which one party of the dispute is a resident on the Chinese mainland shall be ordered valid by a intermediate court in the Chinese mainland; The divorce judgment or conciliation statement issued by a foreign court shall not be valid until certified by its Ministry of Foreign Affairs or a competent authority authorized by it and the embassy or consulate of China in such country; The testimonial of divorce by a foreign marriage registry office shall not be valid until certified by its Ministry of Foreign Affairs or a competent authority authorized by it and the embassy or consulate of China in such country;
(5) If the spouse of the applicant deceases in Taiwan, the certificate of death of the spouse shall be notarized by notary office of the local court of law; if the spouse of the applicant deceases in a foreign country, the evidence of death of the spouse shall be certified by the Ministry of Foreign Affairs or a competent authority authorized by it and the Chinese embassy or consulate in such country.
(6) Evidence of employment

The restoration of marriage shall comply with the fore-going provisions.

Procedures:
The would-be couple shall register at a marriage registry office. Application should include credentials and certificates complete with relevant requirements. The Marriage Registry Application should be filled out, the pre-marriage medical checkup at a hospital specified in the letter of reference should be performed, marriage registry materials should be translated, verified and checked by the authority and the couple should go through the procedures of certificate issuance appointment to obtain the certificate.

Charging rate: service charge for marriage registry between Shanghai residents and Overseas Chinese, Hong Kong residents or Macao residents: RMB 30/case

Eligible applicants shall:
(1) Have reached the legal marital age, i.e. no earlier than 22 for male, no earlier than 20 for female.
(2) Be voluntary and single.
(3) Be without the relationship of linear consanguinity or of collateral consanguinity of each other within the third generation.
(4) Have no diseases leading to prohibition or postponement of marriage by law.
(5) Either of them shall be a permanent resident of Shanghai.
