Heihe Border Economic Cooperation Zone
The Heihe （黑河） border economic cooperation zone is a special economic locality with favorable policies granted by the Nation, the province and the municipality, and its starting area has been provided with water, power, gas, drainage, mail service and telecommunication on and under the leveled land. The export-oriented manufacturers such as textile, toys, wood articles, meat foods, soybean lecithin have been put into production and the construction site of the Russian-market-oriented manufacturing bay has presented itself with a reasonable scale. The Sino-Russian wood wholesale market conducts business with more than ten domestic provinces and cities, facilitated with an information network covering whole China. The Russian-market-oriented fruit and vegetables wholesale market has been put into chartered operation. Using the cheap power supply of 0.22 yuan in rmb per kwh, the construction of the new basic raw materials processing bay has been in a steady progress, and groups of heavy power-consuming factories have settled here one by one.
